In addition to nearly 40 years of legal experience, Colodny, Fass, Talenfeld, Karlinsky & Abate founder Mike Colodny's understanding of municipal government was gained as City Councilman and former four-term Mayor of the City of North Miami. Dedicated to public service throughout his career, Mr. Colodny also served as former attorney for the President of the Florida Senate, City Attorney for the Town of Golden Beach and Special Counsel for City of South Miami. Further, as former General Counsel for the Florida Residential Property and Casualty Joint Underwriting Association and its successor, Citizens Property Insurance Corporation, Mr. Colodny was instrumental in negotiating billions of dollars in catastrophe claims bond funding and financing, thereby assuring the Association's ability to serve policyholders in the wake of a major hurricane.
Fred E. Karlinsky, a Shareholder at Colodny, Fass, Talenfeld, Karlinsky & Abate, leads the Firm's governmental practice and manages its Tallahassee office. For two decades, Mr. Karlinsky has maintained close relationships with Florida's executive branch and legislative leaders. He has been instrumental in the passage and defeat of many legislative initiatives over the years, including legislation regarding insurance and state trust funds. On behalf of the School Board of Broward County, he was responsible for drafting and passage of the legislative provision that gave all Florida school boards more flexibility to use a portion of the 2 mil ad valorem funding mechanism for certain operating expenses. Known as a primary industry strategist for Florida insurance-related legislative initiatives, including property and casualty, automobile, health, workers' compensation and medical malpractice, he has also been instrumental in securing multi-million dollar appropriations for a variety of Florida economic development initiatives and programs.
Trevor B. Mask, an Associate at Colodny, Fass, Talenfeld, Karlinsky & Abate, was the former Director of Legislative Affairs for the Florida Electrical Cooperatives Association, where he was responsible for developing that organization's legislative agenda and implementing its directives. He also has handled legislative affairs on behalf of the Florida Association of Counties. As a law student, he served a fellowship in the Florida House of Representatives on the Council for LifeLong Learning, which was responsible for Florida's education system.
Katherine S. Webb, a Partner at Colodny, Fass, Talenfeld, Karlinsky & Abate, specializes in governmental consulting and insurance regulatory law. A member of the Florida Bar, Ms. Webb has significant experience representing clients in a wide range of legislative and executive branch issues, including insurance and funding issues relating to appropriations, such as PECO funds, Capital Outlay and the Florida Education Finance Program. Before joining the Firm in 2005, she served a fellowship in the Florida House of Representatives' Insurance Committee, working in the areas of legislative drafting and bill analysis.
As former Assistant General Counsel for the Florida League of Cities, Timothy Fordham Stanfield is experienced in both legislative and regulatory lobbying for a wide range of municipal issues and legislative priorities. He has developed substantial experience with issues relating to pensions, transportation, water and growth management, affordable housing, building codes and construction and energy compliance. Specifically, he has explicit understanding of the overarching issues affecting municipalities in the defense of home rule and protection from legislative preemptions and unfunded mandates. In his experience working with regulatory agencies and the rulemaking process in regard to water management districts and water reuse requirements he gained experience in the process of obtaining alternative water supply funding. He also has worked closely with municipal police officer and firefighter pension boards to advance their legislative agendas and address funding challenges.
